In order for people to live in good health, animals living on Earth and Earth itself must be healthy.

One Health is a concept that recognises the interconnection between the health of humans, animals, and the environment, and advocates for their collective protection.

Establishment of 6 Fundamental Policies

Establishment of 6 Fundamental Policies

In Fukuoka Prefecture, the One Health Promotion Basic Ordinance establishes six fundamental policies and guides various initiatives against zoonotic diseases and antimicrobial resistance in accordance with these policies.

01 — Reseach & Surveillance

One Health Center

As its core facility, we will relocate and construct the ‘Institute of Public Health and Environmental Sciences,’ which conducts surveys and research related to human health and environmental conservation.

Additionally, we will create a new ‘ Animal Hygiene Service Center’ that will centrally manage the hygiene of livestock, pets, animals exhibited in zoos, and wildlife.

Leveraging our unique ability to conduct integrated research and surveys in the fields of ‘humans,’ ‘animals,’ and ‘environment,’ we will advance pioneering research and surveys on One Health and develop specialized personnel.

The ‘One Health Center’ will be developed in Miyama City, and will come into service in 2027.

Institute of Public Health and Environmental Sciences

Institute of Health and Environmental sciences is a testing and research institution that supports health and environmental administration from scientific and technical perspectives.

In the health sector, the institute surveys and research that address infectious diseases caused by bacteria and viruses, food poisoning, and harmful substances in food. In the environmental field, it monitors air and water quality, waste management, radioactivity, and natural ecosystems.

After relocating to Miyama City, it plans to enhance its capacity for collaborative research and investigations with organisations and groups working on One Health.

Animal Hygiene Service Center

Animal Hygiene Service Center will be established for the first time in Japan as an institution that will centrally monitor trends in infectious diseases in livestock, pets, exhibition animals, and wildlife, and will contribute to disease prevention.

The center will transition from its current location at the Chikugo Livestock Hygiene Service Center to a new home in Miyama City. With this move, the center will not only continue its existing functions but also broaden its services to encompass hygiene management for pets, exhibition animals, and wildlife.

Institute will focus on monitoring household pets, captive and wild animals, and livestock.

02 — Business

One Health Declaration Business
Registration System

The One Health Declaration Business Registration System in Fukuoka Prefecture aims to expand One Health initiatives within the region.

It allows businesses, organizations, and individual entrepreneurs within the prefecture to register by declaring their commitment to activities aligned with the principles of One Health.

To participate in this system, interested entities must make the following declarations:

1. Agree with One Health approach principles.
2. Engage in efforts related to One Health.
3. Raise awareness on efforts related to One Health.

The Prefecture certifies agricultural, forestry, and fishery products and processed goods that are produced in accordance with the One Health concept, such as environmentally sustainable agriculture and food safety and security.

03 — Education

Informative Resources and Events for All Ages

To promote awareness of the One Health initiative, Fukuoka Prefecture produces informative booklets and videos for elementary, junior high, and high school students, adults, and business owners, and organizes various educational and volunteering events.

These efforts aim to foster a comprehensive understanding of the interconnectedness of human, animal, and environmental health.

04 — Global Engagement

One Health Inter national Forum in Fukuoka

“One Health” International Forum 2022 in Fukuoka has been organized in an effort against such problems as zoonotic infections, including COVID-19, which affect both humans and animals, through the One Health approach with world-class researchers of various fields, and to send their findings out to the world from Fukuoka Prefecture, the birthplace of the “Fukuoka Memorandum.”
The forum was a great success with numerous participants. We sincerely appreciate your support and contributions.
  • Kyushu University

    Founded in 1911, Kyushu University is a national university and one of the oldest in Japan. It actively accepts exchange students from abroad and is focusing its efforts on resolving social issues, particularly in the 3 areas of decarbonization, medicine & health, and the environment & food.

  • Yamaguchi University

    Yamaguchi University

    Yamaguchi University is a national university located in Yamaguchi Prefecture next to Fukuoka. In 2023, One Welfare Education and Research Center was established in the School of Veterinary Medicine to incorporate the general concept of One Welfare into One Health research. Through collaboration between medical science and veterinary medicine it is developing research on zoonosis and infectious diseases derived from foods and the environment.

Fukuoka & World One Health Congress

We are endeavoring to hold the World One Health Congress (WOHC) in Fukuoka

Our bid for the 10th WOHC is strengthened by a dedicated local co-hosting group comprised of key members from Kyushu University, Yamaguchi University, the FAVA (Federation of Asian Veterinary Associations) One Health Fukuoka Office, and the Fukuoka Prefectural Government.

Founded in 1911, the Kyushu University is a national university and one of the oldest in Japan. It actively accepts exchange students from abroad and is focusing its efforts on resolving social issues, particularly in the 3 areas of decarbonization, medicine & health, and the environment & food.Specifically, a One Health module has been established within the Kyushu University Institute for Asian and Oceanian Studies, an affiliated institution. This module has five visions: (1) advancing the One Health approach, (2) preventing the outbreak and spread of zoonotic diseases, (3) maintaining sustainable natural and residential environments, and promoting human well-being, (4) encouraging interdisciplinary and cross-sector collaboration to address complex,multidisciplinary and global health issues., and (5) contributing to the development of effective prevention, surveillance, diagnosis, and treatments through the use of new technologies and data. Through the promotion of the One Health approach, it aims to contribute to societal well-being and the achievement of the Sustainable Development Goals (SDGs).

Yamaguchi University is a national university located in Yamaguchi Prefecture, adjacent to Fukuoka. In 2024, the current International Research Center for One Welfare was established at Yamaguchi University. Incorporating the concept of One Welfare, which evolves from the One Health concept, through interdisciplinary collaboration including fields such as medicine and veterinary medicine, the university is developing research on zoonotic diseases and food- and environment-borne infections. In addition, it promotes education and research utilizing partnerships with Asia and Africa, and cultivates global human resources who contribute to the development of Asia and Africa

The Federation of Asian Veterinary Associations (FAVA) One Health Fukuoka Office was established in August 2023 with the support of Fukuoka Prefecture, as FAVA's Japan-based office dedicated to promoting One Health initiatives. FAVA is a regional organization comprising veterinary associations from 23 countries and regions in the Asia-Pacific. The office collects and shares information on One Health activities in Asia and Oceania and works with various organizations to advance the One Health approach

Fukuoka Prefectural Government was the first in Japan to enact an ordinance promoting One Health in 2021. The prefecture conducts investigations into zoonotic diseases in animals in areas where human cases occur locally, as well as surveys of antimicrobial resistance in the region. Furthermore, the Prefecture is undertaking initiatives such as hosting the One Health International Forum, establishing the first One Health Center in Japan (scheduled to open in 2027FY), and conducting joint research with local university. In addition, the prefecture promotes One Health through collaboration between industry, academia, citizens, and government, with systems in place to certify agricultural, forestry, and fishery products and processed goods produced under initiatives such as preventing global warming and reducing environmental impact, and to register businesses that carry out activities based on the One Health concept.The prefecture also places emphasis on education. Educational and awareness-raising materials are distributed to elementary, junior high, and high school students and teachers in the prefecture, and One Health education is carried out in all prefectural high schools.

We have also participationed researchers involved in advanced activities related to One Health in various fields from research institutions and universities across Japan, such as the National Institute of Infectious Diseases, the National Center for Global health and Medicine (AMR Clinical Reference Center), the Nagasaki University, Hokkaido University, the University of Tokyo, Rakuno Gakuen University and the Health and Global Policy Institute.

Furthermore, in relation to this bid, we are receiving support from JNTO(Japan National Tourism Organization), the national convention bureau, and FCVB(Fukuoka Convention & Visitors Bureau), our local bureau, in the form of advice and information provision for attracting and hosting the congress and we are also in discussions regarding subsidies for hosting costs.

Hosting the 10th WOHC in Fukuoka, a region at the forefront of One Health promotion in Japan, will provide unparalleled opportunities for collaboration and unlock new avenues for researchers and stakeholders across Japan, Asia, and the world.

As a leading region for One Health in Japan, Fukuoka will continue to contribute to the advancement of One Health worldwide.
